United States Falls in Competitiveness Rankings

Amid concerns about the outlook for the global economy, policy-makers must not lose sight of long-term competitiveness fundamentals amid short-term challenges

Switzerland tops the overall rankings in The Global Competitiveness Report 2010-2011, released today by the World Economic Forum ahead of its Annual Meeting of the New Champions 2010 in Tianjin. The United States falls two places to fourth position, overtaken by Sweden (2nd) and Singapore (3rd), after already ceding the top place to Switzerland last year. In addition to the macroeconomic imbalances that have been building up over time, there has been a weakening of the United States’ public and private institutions, as well as lingering concerns about the state of its financial markets. The Nordic countries continue to be well positioned in the ranking, with Sweden, Finland (7th) and Denmark (9th) among the top 10, and with Norway at 14th. Sweden overtakes the US and Singapore this year to be placed 2nd overall. The United Kingdom, after falling in the rankings over recent years, moves back up by one place to 12th position.

The People’s Republic of China (27th) continues to lead the way among large developing economies, improving by two more places this year, and solidifying its place among the top 30. Among the three other BRIC economies, Brazil (58th), India (51st) and Russia (63rd) remain stable. Several Asian economies perform strongly, with Japan (6th) and Hong Kong SAR (11th) also in the top 20. In Latin America, Chile (30th) is the highest ranked country, followed by Panama (53rd) Costa Rica (56th) and Brazil.

Several countries from the Middle East and North Africa region occupy the upper half of the rankings, led by Qatar (17th), Saudi Arabia (21st), Israel (24th), United Arab Emirates (25th), Tunisia (32nd), Kuwait (35th) and Bahrain (37th), with most Gulf States continuing their upward trend of recent years. In sub-Saharan Africa, South Africa (54th) and Mauritius (55th) feature in the top half of the rankings, followed by second-tier best regional performers Namibia (74th), Botswana (76th) and Rwanda (80th).

“Policy-makers are struggling with ways of managing the present economic challenges while preparing their economies to perform well in a future economic landscape characterized by uncertainty and shifting balances,” said Klaus Schwab, Founder and Executive Chairman of the World Economic Forum. “In such a global economic environment, it is more important than ever for countries to put into place the fundamentals underpinning economic growth and development.”

Xavier Sala-i-Martin, Professor of Economics, Columbia University, USA, and co-author of the report, added: “Amid concerns about the outlook for the global economy, policy-makers must not lose sight of long-term competitiveness fundamentals amid short-term challenges. For economies to remain competitive, they must ensure that they have in place those factors driving the productivity enhancements on which their present and future prosperity is built. A competitiveness-supporting economic environment can help national economies to weather business cycle downturns and ensure that the mechanisms enabling solid economic performance going into the future are in place.”

The Global Competitiveness Report’s competitiveness ranking is based on the Global Competitiveness Index (GCI), developed for the World Economic Forum by Sala-i-Martin and introduced in 2004. The GCI is based on 12 pillars of competitiveness, providing a comprehensive picture of the competitiveness landscape in countries around the world at all stages of development. The pillars are: institutions, infrastructure, macroeconomic environment, health and primary education, higher education and training, goods market efficiency, labour market efficiency, financial market development, technological readiness, market size, business sophistication, and innovation.

The rankings are calculated from both publicly available data and the Executive Opinion Survey, comprehensive annual survey conducted by the World Economic Forum together with its network of Partner Institutes (leading research institutes and business organizations) in the countries covered by the study. This year, over 13,500 business leaders were polled in 139 economies. The survey is designed to capture a broad range of factors affecting an economy’s business climate. The report also includes comprehensive listings of the main strengths and weaknesses of countries, making it possible to identify key priorities for policy reform.

Experts agree to collaborate on Indus Basin Programme

Conflicting behaviour of glaciers, such as retreating, advancing, and even surging, within small distances poses difficult questions for scientists.

Scientists agreed to improve collaboration on scientific and technical research on the impacts of climate change on the cryosphere of the Indus basin covering the four Hindu Kush-Himalayan countries of Pakistan, Afghanistan, India, and China  at a recent workshop on ‘Climate and environmental change impacts on the cryosphere of the Indus basin and its implications for future water scenarios’. It is expected that this approach will facilitate sharing of experiences to create an environment of ownership of scientific work among regional government institutions engaged in sustainable water resource management in the Indus basin.  The workshop was organised by the International Centre for Integrated Mountain Development (ICIMOD) in Kathmandu, Nepal from 2-4 July 2010.

At the workshop, delegates identified key gaps in knowledge about the Indus basin. Conflicting behaviour of glaciers, such as retreating, advancing, and even surging, within small distances poses difficult questions for scientists.  Lack of observation at high altitude, where most of the mass accumulation takes place, creates a hurdle to our understanding of the impact of climate change on glaciers and meltwater generation. Some revealing results were presented at the workshop, such as the extent of the impact of black carbon on accelerating the melting of snow and ice, which could locally surpass the effect of greenhouse gases (GHG).

The ‘Indus River Basin Programme’ will  facilitate  research,  collection and analysis  of scientific and socioeconomic trends, as well as strengthening current research and proposing new research and development interventions and approaches. The programme will provide a platform for sharing the knowledge gained as well as state-of-the-art approaches and interventions planned for future work on climate and environmental change and water resource management in the Indus River Basin.

The Director General of ICIMOD, Dr. Andreas Schild said that the Indus Basin was important because of its extreme sensitivity to climate and environmental changes and because of the huge size of the population dependent on the water generated from the highlands.

The keynote address was given by Professor Matthias Winiger, Vice Chancellor, University of Bonn, Germany. Professor Winiger illustrated the key facets of water balance in the Indus Basin and the importance of understanding and managing its water resources. Professor Winiger also emphasised the need for clarity about changes taking place and the importance of improved and representative data based on long-term monitoring to mimic the system, glacial mass balance measurements, and climate-change scenarios.  He called for an Indus Basin Decade and proposed 10-point suggestions of future undertakings in the basin. Professor Winiger stated that ICIMOD could play a lead role in this.

Regional representatives at policy- and decision-making levels also recognise the need to improve the monitoring of snow, ice and water resources in the HKH in order to provide valid and useful information as a basis for their work.

The Indus River Basin is important economically. The basin has 6 main rivers originating from glaciers in the Western Himalayas, the Karakoram, and the Hindu Kush which are sources of irrigation for over 16 million hectares (ha) of agricultural land and provide hydropower to Pakistan, India, and Afghanistan. Glacial fluctuations and changes in precipitation patterns are expected to alter the hydrology of the river basin, hence jeopardising hydropower generation and agricultural production and consequently altering people’s livelihoods.

The Sri Lankan Tamil Diaspora after the LTTE

Sri Lankan Tamil diaspora groups should move away, once and for all, from the failed agenda of the Liberation Tigers of Tamil Eelam (LTTE) and instead put their energies into the quest for a sustainable and just peace in a united Sri Lanka.

The Sri Lankan Tamil Diaspora after the LTTE,* the latest report from the International Crisis Group, examines political dynamics within the Tamil diaspora since May 2009, as Tamils abroad adapt to the LTTE’s defeat. It also looks at the potential for new forms of militancy within the diaspora, especially among the younger generations, radicalised by the deaths of thousands of Tamil civilians in the final months of the war. While there is little chance of the Tamil Tigers regrouping in the diaspora, most Tamils abroad remain profoundly committed to a separate state of Tamil Eelam in Sri Lanka.

“New diaspora initiatives attempt to carry forward the struggle for an independent state in more transparent and democratic ways, but they must repudiate the LTTE’s violent methods”, says Robert Templer, Crisis Group’s Asia Program Director. “And they must also recognise that the LTTE’s separatist agenda is out of step with the wishes and needs of Tamils in Sri Lanka”.

The gap between the diaspora and Tamils in Sri Lanka has widened. Most in the country are exhausted by decades of war and are more concerned with rebuilding their lives under difficult circumstances than in continuing the fight for an independent state. Without the LTTE to enforce a common political line, Tamil leaders in Sri Lanka are proposing substantial reforms within a united Sri Lanka. While Tamils have the democratic right to espouse separatism non-violently, Tamil Eelam has virtually no domestic or international backing. With the Sri Lankan government assuming Tamils abroad remain committed to violent means, the diaspora’s continued calls for a separate state feed the fears of the Rajapaksa administration and provid e excuses for maintaining destructive anti-terrorism and emergency laws.

“The Sri Lankan government must address the legitimate grievances at the root of the conflict: the political marginalisation and physical insecurity of most Tamils in Sri Lanka. The international community needs to press Colombo much more strongly for political and constitutional reforms. Donors should insist that money given to redevelop the north and east is tied closely to the demilitarisation and democratisation of the region. This should include giving Tamils and Muslims a meaningful role in determining the future of the areas where they have long been the majority. Donor governments and the United Nations must also insist on an independent investigation into the thousands of Tamil civilians killed in the final months of 20fighting in 2009”.

“Tamils in Sri Lanka currently have little appetite for a return to armed struggle”, says Robert Templer. “But should the Sri Lankan state continue to fail to respond to their collective aspirations, some may eventually seek a solution through violence and could find willing partners in the diaspora”.

Education under Attack 2010

Attacks targeting teachers and students worldwide on the rise, says UNESCO report

The number of politically and ideologically motivated attacks on teachers, students and school buildings is rising, says the report Education Under Attack 2010, launched by UNESCO.

These attacks are perpetrated by non-state armed groups and state actors alike.

Education under Attack 2010 is the second report on the subject; the first was published in 2007.

This report is launched together with a second UNESCO publication entitled Protecting Education from Attack: A State-of-the-Art Review, in which several experts take critical stock of knowledge on prevention and response, with respect to both international law and interventions on the ground.

The two texts comprise both an assessment of the current situation and a call to action, in the face of violence that appears to be rising dramatically, following a more general pattern of increased attacks on civilians and aid workers in recent years.

Three years ago, when UNESCO commissioned the first Education under Attack study, the problem was little known. Education under Attack 2010 notes growing awareness within United Nations agencies, non-governmental organizations (NGOs) and public opinion of the recurring nature of these attacks, which are not exceptional or isolated incidents. Above all, the report demonstrates that the destruction of schools and the murder of students and teachers are not limited to acts by the Taliban in Afghanistan or Pakistan in opposition to the education of girls and women.

The 2010 report reveals that the problem is much more extensive. Education was attacked in at least 32 countries between January 2007 and July 2009. Often, an attack on the educational system represents an attack on the State. Conversely, certain States or paramilitary organizations may target academics in order to neutralize real or imagined opponents.

The report also covers the issue of child soldiers – the number of which is currently estimated at 250,000 worldwide. Abductions are frequently carried out for the purpose of forced recruitment or sexual violence against girls. The report expresses particular concern about the systematic nature of crimes committed and sinister tactics used in several countries against teachers, pupils and unionized education workers.

Irina Bokova, the Director-General of UNESCO, has underlined that UNESCO is concerned by these attacks for three reasons: they “constitute a threat to the right to life, and a threat to the right to education, which is itself the key to other freedoms and basic rights; lastly, these attacks jeopardize the achievement of the Education for All goals.” The Education for All (EFA) campaign is a global commitment to provide quality universal education by 2015.

The report also examines the reasons why attacks on education often attract little attention and it points to the role that the International Criminal Court (ICC) could play in strengthening accountability and ending impunity for such attacks.

In his recommendations, author Brendan O’Malley advocates the creation of a global observatory on the subject. The United Nations currently lacks reliable data for an accurate assessment of the problem. More in-depth research is needed, he says, to enable better analysis and understanding of the causes, means and impacts of attacks on education.
